Town Clerk DEFINITION The Assistant Town Clerk is responsible for assisting the Town Clerk in the daily operations of the office, as well as assisting with elections and Town Meetings.
ESSENTIAL FUNCTIONS The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed.

Assists in the receipt, recording, and maintenance of all official public records Assists in the recording and issuing of life event records (births, deaths, marriages) Assists with the issuance of licensure, permits, and certificates Assists with elections and voter registration Assists with Town Meetings Provides various town departments with public record information and needs Participates in the issuance of a variety of state, county and town licenses, permits and certificates; distributes applications for variances, special permits and site plan approvals; receives completed forms and processes; submits turnovers and necessary monthly reports to the Town Treasurer as required In the absence of the Town Clerk, administers the oath of office to town officials and tracks ethics training for all Municipal employees Assists with the annual town census SUPERVISION RECEIVED Under general direction, employee plans and prioritizes the work independently, in accordance with standard practices and previous training.
Employee is expected to solve most problems of detail or unusual situations by adapting methods or interpreting instructions accordingly.
Instructions for new assignments or special projects usually consist of statements of desired objectives, deadlines and priorities.
Technical and policy problems or changes in procedures are discussed with supervisor.
SUPERVISION EXERCISED The employee, as a regular and continuing part of the job, leads seasonal and volunteer workers in accomplishing assigned work and also performs non-supervisory work that is usually of the same kind and levels as is done by the group led.
The employee provides training to new volunteers; reports to the supervisor on disciplinary problems, performance and training needs of volunteers; resolves simple, informal complaints of volunteers and refers others to the supervisor; may approve leave for a few hours or for emergencies.
JUDGMENT The work involves numerous standardized practices, procedures, or general instructions that govern the work and requires additional interpretation.
Judgment is needed to locate, select and apply the most pertinent practice, procedure, regulation or guideline.
COMPLEXITY The work consists of a variety of duties which follow standardized practices, procedures, regulations or guidelines.
The sequence of work and/or the procedures followed vary according to the nature of the transaction and/or the information involved, or sought, in a particular situation.
NATURE AND PURPOSE OF CONTACTS Relationships are primarily with co-workers, vendors and the public involving frequent explanation, discussion or interpretation of practices, procedures, regulations or guidelines in order to render service, plan or coordinate work efforts, or resolve operating problems.
Other regular contacts are with service recipients and employees of outside organizations.
More than ordinary courtesy, tact and diplomacy may be required to resolve complaints or deal with hostile, uncooperative or uninformed persons.
CONFIDENTIALITY Has regular access to departmental information and/or certain vital statistics related confidential, which, if disclosed, might adversely affect operations, employee morale, create adverse public relations or otherwise be legally inappropriate.
EDUCATION AND EXPERIENCE High School diploma or equivalent, 1 to 3 years of experience in a related field; or any equivalent combination of education, training and experience.
KNOWLEDGE, ABILITY, AND SKILLS Strong knowledge of how to research applicable laws related to the Town Clerk function.
Competent knowledge of automated office systems and procedures.
Ability to quickly acquire strong working knowledge of the town clerk functions, as well as knowledge of major municipal functions.
Must be proficient in Microsoft Office, and excellent research skills.
Must be able to obtain certification as a Notary Public WORK ENVIRONMENT The majority of work is performed in an office setting.
PHYSICAL, MOTOR, AND VISUAL SKILLS Physical Skills Minimal physical demands are required to perform most of the work.
The work principally involves sitting, with intermittent periods of stooping, walking, and standing.
May be required to lift objects such as files, boxes of papers, office supplies, and office equipment weighing up to 30 pounds.
Motor Skills Duties require motor skills for activities such as moving objects, using office equipment, including but not limited to telephones, personal computers, handheld technology, and other office equipment.
Visual Skills Visual demands require routinely using the computer and reading documents for general understanding and analytical purposes.
